ITF’s 10-Year Strategic Framework
(2026–2036)
As ITF has grown, so have the political and social challenges facing trans movements. In response, we developed a 10-year Strategic Framework to guide our work from 2026 to 2036.
To create this framework we led a global, participatory process to ensure it reflects the realities, priorities, and leadership of trans communities around the world.
Our Theory of Change
ITF believes that trans-led movements are essential to achieving justice, safety, and liberation for trans people globally. We operate from a decolonial, transfeminist, and intersectional framework that centers trans leadership, values lived experience as expertise, and challenges traditional philanthropic power structures.
By mobilizing and distributing sustainable financial and non-financial resources to trans-led organizations, particularly those in the Global South and East and other under-resourced regions, we strengthen the capacity of trans movements to respond to their communities' needs and drive lasting change.
Through participatory grantmaking, capacity building, and philanthropic advocacy, we not only fund trans movements, but also work to transform the systems that have historically excluded them.
We believe that trans people can build a world where all people are safe, free, and celebrated in their diversity when our movements are resourced, trusted, and empowered to lead. This is how we move from funding to liberation.

A review of global trends in trans organizing and funding, alongside ITF’s own grantmaking data, evaluations, and institutional learning.

We gathered perspectives from trans organizers and movement actors across regions, using a seven-language survey designed to support broad accessibility and participation.

Dedicated sessions with our Board and Grant Making Panel to interpret findings and ground them in lived experience.

In-depth conversations with trans leaders, feminist movements, and funders to test and strengthen emerging priorities.
